Job Description:
Works closely with customers, business analysts, and team members to understand business requirements that drive the analysis and design of quality technical solutions. These solutions must be aligned with business and IT strategies and comply with the organization's architectural standards. Involved in the full systems life cycle and is responsible for designing, coding, testing, implementing, maintaining and supporting applications software that is delivered on time and within budget. Makes recommendations towards the development of new code or reuse of existing code. performance monitoring, product evaluation and buy vs. build recommendations. Has experience in systems analysis, design and a solid understanding of development, quality assurance and integration methodologies.Responsibilities may also include participation in component and data architecture design,
  • Serve as the Scrum Master related to the services rendered under this SOW.
  • Facilitate Scrum ceremonies (Refinement, sprint planning, retrospectives, removing impediments as needed, stand-ups, stakeholder meetings, etc.);
  • Coach Agile/Scrum practices and ensure correct use of Scrum process;
  • Train teams to self-manage and self-organize;
  • Ensure the team works closely with product owner on backlog refinement for backlog priority;
  • Resolve impediments in a timely manner;
  • Resolve team conflicts and shielding the team from distractions;
  • Identify cross–team dependencies;
  • Coordinate and assist the team to create clear and concise epics/stories and sizing/tasking;
  • Monitor, track, and communicate team velocity and sprint/release progress;
  • Assess the Scrum Maturity of the team and organization;
  • Coach the team to higher levels of maturity at a pace that is sustainable and comfortable for the team and organization;
  • Facilitate discussion, decision making, and conflict resolution;
  • Assist with internal and external communication, improve transparency, and radiate information to ensure that a team's progress and successes are highly visible to all stakeholders;
  • Support and educate the Product Owners, especially with respect to refining and managing the product backlog;
  • Manage Scrum task board for teams;
  • Manage Scrum artifacts, including burn downs and burn-ups;
  • Ensure story points are effectively managed and measured; and
  • Attend Agile planning sessions with Agile program teams and assisting delivery team with estimating and accepting stories.

Scrum refers to the proprietary term for an Agile Project Management Methodology in the progress and completion of IT projects where there are well-defined requirements and goals. 2.0 Staff Qualifications and Performance Criteria Contractor shall possess the professional and technical staff necessary to perform the information technology staff augmentation services required by this contract and the staff shall have sufficient skill and experience to perform the services assigned to them.


Knowledge, skills, and abilities:
  • First level Scrum Master Certification (Professional Scrum Master I (PSM I), Certified Scrum Master (CSM);
  • One (1)- three (3) years of Scrum Master experience with in-depth knowledge of Scrum and implementation of Agile Methodologies to multiple teams in large-scale enterprise change projects and programs for a software development team;
  • Good skills and knowledge of servant leadership, facilitation, situational awareness, conflict resolution, continual improvement, empowerment, and increasing transparency;
  • Knowledge of documented patterns and techniques such as Burndown Team Foundation Server (TFS), and Retrospective formats for filling in the intentional gaps left in the Scrum approach;
  • Experience being on multiple Scrum teams in a variety of different contexts (different team sizes, different organizations, different cultures, co-located vs. distributed, etc.);
  • Working experience in one or more of the following Agile methods or frameworks: Scrum, Extreme Programming (XP), Kanban, Agile scaling methodologies (e.g. SAFe);
  • Knowledge of other approaches discussed in the Agile space: XP, Kanban, Crystal, Functional Design Diagram (FDD), etc.;
  • Applicable knowledge of the technologies used by the team;
  • Effective oral, written, and presenting skills are required;
  • Excellent mentoring skills; and
  • Knowledge of TFS to use as a tracking tool.
