Job Description:
Service providers are required to be licensed in order to do business in Pennsylvania. Several state agencies and program offices are responsible for licensing or certifying these providers and ensuring their compliance with PA laws and regulations. It is costly and inefficient to maintain multiple systems that have similar functionality. Some offices have full-blown licensing systems, while other offices have manually-intensive processes. For this reason, it is difficult to track providers across programs, since many of them provide services in multiple areas. Additionally, it is inefficient and confusing for providers who must use these varying systems.
There is an initiative underway to implement a single licensing system that will be used across multiple departments. A cost benefit analysis was completed and several options were considered. It was determined that an Enterprise Licensing System (ELS) will be developed using the Department of Health's Pennsylvania Quality Assurance (PAQA) application as a basis. This application was partially developed in 2017.
PCG will facilitate business requirements from July 2018 through October 2018. The business requirements sessions will include all offices within the scope of this project. The procurement process will then take place, including the issuance of a Request for Proposal (RFP), selection of a vendor, and vendor on-boarding. At that time, the requirements will need to be validated, followed by the Standard Development Life Cycle (SDLC) process of design, development, testing, pilot and production.
Phase 1 is targeted for implementation in July 2021, and Phase 2 is planned for December 2022.
OBJECTIVES OF ENGAGEMENT
The primary objective of this engagement is serve as the lead project manager for the procurement and implementation of the ELS system. It is also expected that through this process the individual will obtain subject matter expertise regarding the licensing function of all agencies and assist in looking for the optimized business processes that can be used with all agencies in order to minimize custom functions within the ELS application that will lead to higher costs. This individual will also work cooperatively and lead other project managers within individual project offices for successful implementation of the ELS system and associated business processes.
The selected contractor must be familiar with a variety of the project management methodologies and rely on experience and judgment to plan and accomplish goals. They will have proven experience in leading projects to successful implementation. They consult with the client to define needs or problems, conduct research, perform studies and surveys to obtain data, and analyze problems to advise on or recommend solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of specialization. The Project Manager will drive entire initiatives for ELS from start to finish ensuring that the project is completed on schedule and that the final project meets business, technical and established quality requirements.

Skills and Abilities:
  • Manage other Project Managers. This person will serve as the primary or lead Project manager for a cross-agency initiative that will involve other Project Managers.
  • Serve as the primary point of contact for all project deliverables and dispositions.
  • Develop the detailed integrated Project Management Plan across all program areas.
  • Manage, and track the project progress against the project schedule.
  • Serve as primary point of contact for defect management after implementation; this includes defect triage processes.
  • Manage contractor deliverables and project issues and risks.
  • Monitor integrated project milestones and phases and take corrective action as needed to ensure the project is on schedule.
  • Monitor and track the project budget and advise necessary stakeholders.
  • Plan, organize, prioritize, and manage multiple work efforts across the project teams.
  • Notify team leads of project timelines, milestones, phases, work requests target dates, and approved executable work packages via status reports.
  • Schedule or monitor status reviews, project management inspections, and software quality assurance work product and process reviews with the appropriate stakeholders.
  • Analyze and distribute reports on project metrics associated with work items related to improvement measures.
  • Ensure all changes to scope follow processes outlined in the Change Management Plan and are documented.
  • Build and maintain relationships with key stakeholders and customer representatives.
  • Serve as the primary point of contact for all project-related issues and resolution of issues.
  • Accountable for management of the project's scope for the project and gaining agreement and approval of scope changes with customer representatives and affected stakeholders.
  • Accountable for peer reviews with the appropriate project team resources.
  • Coordinate and present to agencies as necessary.
  • Identify and manage project risk, and develop risk mitigation strategies, and track to closure.
  • Coordinate the establishment of project standards and project specific procedures with team leads.
  • Ensure project compliance with DHHS standards and procedures.
  • Develop and facilitate achievement of project service commitments.
  • Ensure that tasks provide value and support the strategic direction of the project.
  • Balance workload with project members' capacity.
  • Plan project specific training and orientation needs.
Desired Skills:
  • Experience with formal project management methodology
